Purpose:
Primary: hold a CUL working meeting sponsored by stakeholder units (Metadata Service, DPO, Digitization Service) with metadata specialists from across CUL to define a consensus-based minimum set of metadata elements for primary use by the Digitization Service and for recommended use (with approval by LMT) by digitization projects and programs
Secondary: consider as potential model for leveraging skills and maximizing available time for the collaborative development of key CUL policies and procedures

Scope:
The minimal set of preservation metadata elements as defined before and during the working meeting addresses TIFF archival master files created by the Digitization Service. The group voted on the elements defined in OCLC/RLG’s Preservation Metadata and the OAIS Information Model (http://www.oclc.org/research/pmwg/pm_framework.pdf) at the element level, not the sub-element level. The discussion at the meeting focused on what elements not how to implement the set or capture individual elements, though concerns regarding implementation were captured during the meeting.
