Finding Policy
One aspect of researching policy questions is determining what current policies are, what changes in policy occurred in the past, and what changes to policies are being considered for the future. There are many print and electronic resources for finding policy information, but finding information from other countries on environmental issues can be challenging.
There are several categories of resources available. This list is meant to be suggestive, not exhaustive. Use "Find Databases" to find similar resources.

Resources include TV and radio news transcripts.

World News Connection An extremely valuable research tool for anyone who needs to monitor non-U.S. media sources, the material in WNC is provided to the National Technical Information Service (NTIS) by the Foreign Broadcast Information Service (FBIS). Keesing's Online is the web-based version of Keesing's Record of World Events (1987- , Olin + D 410 .K26) and Keesing's Contemporary Archives (1940-1986, Olin + D 410 .K26). It is the authoritative monthly digest of worldwide political, diplomatic and economic affairs. Published continuously since 1931, Keesing's is the standard for thorough, objective coverage of significant events for every country as well as the major international organizations. Events that may have taken days or weeks to unfold are presented in detailed yet concise reports.

Olin Library subscribes to many international newspapers, both in English and other languages. Most of these papers are available in the Newspaper Room, downstairs in Olin Library. The Asian papers can be found in the Kroch Library Asia Collections. Some may not be indexed in World News Connectionhave or have more thorough print indexes. We have a list of international newspapers with current print indexes.
Journal Article Indexes and Reports

The online version of the Bibliography of Asian studies (BAS) contains more than 410,000 records on all subjects (especially humanities and social sciences) pertaining to East, Southeast and South Asia published worldwide from 1971 to the present. Through the 1991 printed version, the BAS included citations to western-language periodical articles, individually authored monographs, chapters in edited volumes, conference proceedings, anthologies, and Festschriften, etc. Since 1992, newly published individual monographs are no longer being added to the database, and users seeking monographs are urged to consult other general resources and databases (such as RLIN, OCLC, etc.).

ISI Web of knowledge is an integrated platform supporting research in academic, corporate, government, and not for profit organizations. ISI citation databases are multidisciplinary databases of bibliographic information indexed to be searched by subject, author, journal, and/or author address. They can also be searched for articles that cite a known author or work. Cited reference searching allows use of a given work as if it were a subject term, to identify more recent articles on the same topic.

This bibliography is a project of the International Society for Environmental Ethics. Formerly published by International Academy at Santa Barabara and known as Environmental Policy Index and Environmental Knowledgebase Online. The Environmental Issues & Policy Index provides researchers with abstracts and indexing for over 1,000 titles covering environmental policy and studies. Updated monthly, with ongoing coverage for over 500 of those titles, the database contains citations for nearly 700,000 articles published since 1973. The database offers deep coverage of applicable areas of agriculture, ecosystem ecology, energy, environmental law, geography, marine and freshwater resources, public policy, social impacts, urban planning, and more. Additionally, an Environment Thesaurus and publication index are available for more precise, advanced searching.

The National Catalog, which is the most popular database on OLS, contains the holdings (lists of books, documents and magazine titles) for most of the 28 EPA regional libraries and laboratories. The National Catalog also has holdings for the EPA documents in NTIS, the National Technical Information Service (whether or not they are held by any libraries). OLS can also search and display NTIS abstracts.

Business-oriented indexes form an important subset of journal indexes. These can be useful sources of local economic information. Business Source Premier database is a comprehensive, business periodical database that includes scholarly journals and business periodicals covering topics such as management, economics, finance, accounting, international business and much more. It contains content from full text sources ranging from general business periodicals such as Business Week, Forbes, Fortune, American Banker, etc. to academic journals such as Harvard Business Review, Journal of Management, Academy of Management Review, Review of Economics & Statistics, etc. It provides cumulative indexing and abstracts for 4362 business journals (3228 peer-reviewed) and cumulative full text for 3428 journals (2568 peer-reviewed). This database also includes Country Monitor and Industry Yearbook Reports from WEFA, 35 country reports from the Economist Intelligence Unit (EIU) and Wall Street Words.
Electronic Journals and Full Text Articles

JSTOR provides full-text access to back issues of important journals is a wide range of fields. Access to current issues, usually the last five years, is blocked. This can be a powerful resource if currency in not important. Remember, however, only a few journals are indexed for each field; a complete search requires specialized databases.

Project Muse provides access to the current issues of some of the journals in JSTOR. This provides access to the full text of journals published by Johns Hopkins University Press and other university presses in the humanities, social sciences, and mathematics. Covers such fields as literature and criticism, history, the visual and performing arts, cultural studies, education, political science, gender studies, and others.
Muse and JSTOR are not alone. Most electronic journals are found by searching for the title directly in the online catalog or by using the e-journal list. Many providers of electronic journals, however, have their own web sites on which these journals can be searched independently, along the lines of JSTOR. The sciences are most heavily represented, but some serendipitous searches in the humanities are possible. Here are some examples.

U.S Government Statistics Sources with International Information

The basic statistical compendium for the US, but also a powerful index to US government data sources. Data is at the national level with some state data and less MSA data. The 2003 edition is available on the web. The 2000 edition is available in the Electronic Text Center in Olin. In general, the CD-ROM is a more powerful, faster product, but obviously not as convenient and now a little out of date.

The Energy Information Administration (EIA), created by Congress in 1977, is a statistical agency of the U.S. Department of Energy. It provides policy-independent data, forecasts, and analyses to promote sound policy making, efficient markets, and public understanding regarding energy and its interaction with the economy and the environment. This site can lead you to state-level statistics and occasionally to county-level statistics.

The Cornell University Library Catalog is a database that contains records for the books, computer files, databases, government documents, manuscripts and archives, maps, musical scores, periodicals (magazines, newspapers, journals and e-journals), serials, sound recordings, and visual materials held in all of the libraries on the Ithaca campus that collectively comprise the Cornell University Library. When to Check the Card Catalog
Some materials in the humanities and social sciences acquired prior to 1973 have records that have not yet been converted to digital form. Access to these records is through the card catalog located in the Lower Level of Olin Library. The card catalog contains cards for authors, titles, and subjects that are interfiled alphabetically.

Keyword vs. Subject searching
The Cornell University Library uses Library of Congress subject headings as the standard for subject searching. Unlike searching by keyword, where any term or wording of a topic can be entered into the computer, subject searching requires you to use the exact wording of an official Library of Congress subject heading in order to retrieve search results.Use the

Databases, Find e-Journals
Periodical indexes and abstracts are resources that identify and locate articles in journals, magazines, and newspapers. Increasingly indexes are now available as online databases that will often provide access to the full text of the articles contained in these publications.

Find Articles allows you to search for journal article citations in more than one database simultaneously. In many cases, these citations will provide links directly to online full text of the articles themselves.
The number of databases available for simultaneous searching in Find Articles is a selective subset of the number of resources available in Find Databases.

Sources Evaluating the sources you find is a crucial step in the process of library research. The questions you ask about books, periodical articles, or multimedia sources are similar whether you're looking at a citation to the item or have the item in hand.
How to Critically Analyze Information Sources lists some of the critical questions you should ask when you consider the appropriateness of a particular book, article, media resource, or Web site for your research.
Distinguishing Scholarly from Non-Scholarly Periodicals: A Checklist of Criteria shows how to evaluate periodicals by looking at their format, intended audience, and appearance.
Evaluating Web Resources lists ways to analyze the Web sites you find.
