This handbook contains the text of documents concerned with human rights. Included are contributions from conventions sponsored by the United Nations, the International Labor Organization, and various European conventions. There are specific chapters, as well, on developments in Latin America, Africa, and Asia. The table of contents lists all documents included. There is a subject index at the end of the volume, but its brevity makes it only moderately useful. Years of coverage are 1930 through 1990.

Fiske, Edward B. Best Buys in College Education. New York: Times, 1985.

Fiske, education editor for the New York Times and author of Selective Guide to Colleges, has developed a list of "selected bargain colleges and universities by state." Each entry has basic statistical information including SAT, aid awards, and "money-saving options." The narrative descriptions are based on administration and student questionnaires, so they offer some critical slant.

Brooks, Charles, ed. Best Editorial Cartoons of the Year. Gretna, LA: Pelican, 1972- .

An annual volume of political cartoons selected from a wide variety of American and Canadian newspapers and arranged according to the leading news stories of the year (e.g. the 1974 volume opens with Watergate, laughs its way through the energy crisis and concludes with a group of sentimental cartoons commemorating the death of Lyndon B. Johnson). Each volume contains a listing of, and in a few cases, biographical information about, those artists who have been awarded either the Pulitzer Prize, Sigma Delta Chi, National Headliners Club, Overseas Press Club or Reuben awards. A personal name index at the back of each volume makes for easy access to the work of a particular individual.

The anthology section is useful for locating works that may be difficult to as separately published volumes. An author index provides access to all sections.

Though comprehensive, it is not current. The bibliography of 1985, published in late 1987, has 16,600 entries from well over 1,000 serials and 320 collective works. Most of the entries are for items published in 1984 and 1985, but a substantial number are for works earlier than this. Another drawback of this bibliography is that it does not have a subject index. A classification scheme detailed in the table of contents partially compensates for this lack.

In very broad terms the bibliography has a section on general linguistics and related disciplines that is followed by various sections devoted to language groups and languages. An author index is included at the end of each volume; writers of book reviews, however, are not included in this index. Many of the entries contain brief notes.

BLL covers articles in periodicals and essays in collective works, including conference and congress proceedings and festschriften. The number of periodicals it covers has gradually increased from 123 in Band 1 to about 770 titles in Band 12 (1986). Coverage is international in scope and quite current, with only a one- or tow-year time lag.

Besides a division on general linguistics it also includes divisions on English, German, and Romance linguistics. Each of these divisions is subdivided into a form section, a systematic section, and a language section (the latter missing of course in the general linguistics division). The systematic section of each division contains all the entries for that division classified under appropriate subject categories. These entries may also qualify for listing again in the form and/or language sections. This whole classification scheme is fully explained in the introduction which, beginning with Band 7, appears in both German and English, as do the headings. A cumulative author index and subject and name index complete each annual volume.

This index and the Bibliographie Linguistique/Linguistic Bibliography are international in scope. The BLL, however, is more current and has the advantage of a subject index. On the other hand it does not begin to cover the variety of languages that the Bibliographie Linguistique does. (de Miller)

Lacks a subject index, but the detailed table of contents partially compensates as a subject approach.

The introduction to this work suggests that the majority of its entries "consist of literary works written by African women since the 20th century." A supplement to the Bibliography of Algonquian Languages published by J.C. Pilling in 1891, this volume lists works published from that date through 1981. This volume covers printed materials only and, while most items are post-1891, some that were not included in Pilling's original bibliography are listed here. The emphasis here is on linguistics, so books which are simply written in Algonquian languages but do not deal with linguistics are not included. All items are listed alphabetically by author. An index by name and subject completes the volume.

The online version of the Bibliography of Asian studies (BAS) contains more than 410,000 records on all subjects (especially humanities and social sciences) pertaining to East, Southeast and South Asia published worldwide from 1971 to the present. Through the 1991 printed version, the BAS included citations to western-language periodical articles, individually authored monographs, chapters in edited volumes, conference proceedings, anthologies, and Festschriften, etc. Since 1992, newly published individual monographs are no longer being added to the database, and users seeking monographs are urged to consult other general resources and databases (such as RLIN, OCLC, etc.). Print volumes cover back to 1947 (Kroch Asia Ref +Z3001 F2).

An annual bibliography listing Western language books, pamphlets and periodical articles on all aspects of life and culture in Asia (including both East and South Asia). Arranged first by geographic area (e.g. INDIA, JAPAN), then by broad subject area (e.g. ANTHROPOLOGY, RELIGION) and further by narrow subject heading (e.g. Women, Youth). Each volume contains a listing of periodicals indexed and their abbreviations, a classified listing of books analyzed and finally, an index to the authors of both books and articles. A major resource, its main weakness is delay in publication--the l978 volume was published at the end of l98l.

Although a number of limitations to the scope of this work are noted, it does fill a need for a bibliography of general and Indo-European language bibliographies. The compiler makes the point that too many language bibliographies exist and, in his introduction, calls for a moratorium on new ones. On the other hand, his scholarship also indicates specialized areas that require new bibliographies.

Hanham;s book includes a useful subject index, which allows the reader to turn directly to a specific person, as well as a table of contents which lists sections such as Economic History (subdivided further into such categories as Labour, Industry, etc.) Other volumes in this series cover the following time periods: to 1485; 1485-1603; 1603-1714; 1789-1851.

One of the most extensive bibliographies on Native Americans, with an easy, powerful search interface. Use keywords to locate relevant articles, then try using the database's own subject descriptors. For example: search on the keyword "storytelling" (about 20 citations). Examining the results shows that the database uses "verbal-arts" as the subject descriptor. Searching that descriptor results in 2,000 citations.

Davenport describes her book as "a chronological survey of dress through the ages." This major abstracting service is international in scope and includes many English language journals in its coverage. While the subject index is only in French, it is well worth using for those who have any facility with the language. In addition to ethnic group and geographic indexes, a topical index ("index des concepts") provides detailed subject access.

NOTE: The Bulletin has a complex publishing history with various subject sections splitting and recombining. "Ethnologie" was combined with "Sociologie" prior to 1986. Prior to 1969, the social sciences were indexed under the general section "Sciences Humaines".

Two catalogs are contained in one volume. The first, covers 1790-1945 and lists all materials issued by the Bureau of the Census and its predecessor organizations. The other updates the compilation, describing 60,000 more reports issued by the Bureau. There is a subject index at the end of each catalog, providing access to decennial censuses as well as to special reports based on data and on surveys done in intervening years.

Daniells divides her book into twenty major chapters, covering such topics as Methods of Locating Facts, U.S. Business and Economic Trends, Industry Statistics, Business in American Society, and more. She states in her preface that the "book is a guide to the vast and varied sources of business information..." The first eight chapters deal mainly with basic kinds of business reference sources whereas the later chapters emphasize sources in the area of management. An author/ title index completes the volume.

An annual publication featuring descriptive and statistical information about business trends and economic indicators, industry surveys, lists of major companies, tax shelters, real estate, etc. Includes bibliographies of online business/financial databases, as well as print sources. An extensive name and subject index at the back of the volume is invaluable as the arrangement of entries is by broad topic.

Each edition of Business Statistics consists of four parts: the Statistical Tables (or series) in part one; Explanatory Notes to those Tables (a section which stands out, as it is printed on blue paper); an Appendix, listing historical data for some 400 selected topics (e.g. clothing, food, motor vehicles), and finally, a General Subject Index. Business Statistics is published biennially and serves as the historical volume for the Survey of Current Business, a monthly publication of the Bureau of Economic Analysis. In a series of tables called "the S-pages", the Survey presents current statistical data on about 2500 business-related topics such as industrial production, consumer prices, purchasing power of the dollar, advertising costs, to name only a few. Both the Survey of Current Business Statistics and Business Statistics are complicated resources to use, but they are well worth the trouble for the person seeking data about American business.
