Access Services Program Committee

1. Review of CUL Guide to Cornell University Libraries. Sections on Access Services were reviewed and corrections/changes noted. Deb will take the suggested changes to the PSEC meeting this week. Most corrections were minor with only one major addition to the "Care and Use of the collection" section on page 17. We suggested a stronger and slightly more detailed statement regarding security procedures with a reference to the CUL Security Policy statement which is kept at circulation desks.

2. VM ID's LTD sent Deb a list of VM ID numbers used by circulation staff to access the Student Information System. The list needs to be updated. We reviewed the list for names of staff no longer here so that they can be dropped from the approved list.

3. Tactical plan The committee discussed the tactical plan at length. Comments and suggestions will be compiled by Deb who will take ASPC input to PSEC.

4. Global renewals/billing. With the fix to the Bursar pass program, made by Lydia Pettis, we are one step closer to global renewal, something much desired by the public. The Bursar fix means that when a bill generated by a non-returned or late item that has been renewed by a service unit other than the owning service unit AND the bill passes to the Bursar, the owning service unit will be correctly credited for the fee collected.

The greatest volume of overdue and replacement bills generated are by students so this is a great help. However, we still have the problem of owning service units not having access to bills when the material loans are renewed by a non-owning service unit. Also, although the Bursar fix works for students, it does not work for non-student bills so we are not able to use the global renewal capability. Since patrons and library staff alike are extremely frustrated by this problem in NOTIS, we decided to investigate whether or not 6.4.1 or 6.5 would fix these problems. If not, we will need to request LTD time for this since a new LMS is in question.

5. Copyright: Carmen reminded the group that the Proposed Reserve Policy, drafted by a sub-committee of the ASPC, still needs to be presented to PSEC and the CUL administration for approval. She recommended that we make the revisions to the copyright section and then present it. We began reviewing the section specific to reserve and copyright (Section 7). We compared the ALA guidelines and the CUL Policy keeping in mind the meeting with Patricia McClary from University Counsel. The first recommended revision to the CUL policy is to 7.1:

The copyright law sets strict limits on copying of copyrighted works and Cornell University Library observes these limits for items to be placed on course reserve. According to CU interpretation of copyright, the library can place no more than five copies of an article or portion of a book for reserve use. The number of copies should be in proportion to the number of students enrolled in the course, generally, 1 copy per 20 - 25 students, not to exceed 5 copies. Exceptions for special situations may be made in consultation with University Counsel.

We agreed to continue discussing this suggested revision and continue the copyright recommendations at our next meeting.
