Notes for the meeting on September 18, 1996

1. International Scholars Academic Network (IScAN)
Jan reported on an ARL-sponsored meeting she attended in Washington to discuss a proposal to create an International Scholars Academic Network (IScAN). The proposal was developed last May and presented to the ARL board. The meeting was intended to solicit reactions to the proposal which calls for the establishment of a not-for-profit consortium to serve as both a publisher and a coordinator of publishing activities for its members. Jan reported that the meeting participants agreed that ARL itself should not get into the business of publishing but that it could play a role in constructing an enabling infrastructure for scholarly publishing. Some of the ways it could do so include promulgating common standards and protocols (e.g., SGML for publishing, standard archiving practices), developing business (pricing) models and strongly supporting the creation of a new national network for the dissemination of scholarly communication, an initiative being undertaken by EDUCOM.
2. Working Group Reports
The Full-Text Working Group report will be discussed on 10/1. Following that we will make the reports available to the staff, gather feedback, and effect a plan for moving ahead. Ed was asked to begin planning a staff meeting at which the working group recommendations could be presented to the staff for discussion and reaction. Martha Hsu and Katie Margolis will be asked to help with this effort.
