Elsevier

NERL is making a proposal with Elsevier regardiing access to Elsevier ejournals via Science Direct and a local load..

Key Principles

• All members receive the same terms.
• Able to join at a series of different times over the 3 years of contract.
• Leeway to cancel contract if library has budget crisis
• Able to move to Yale local load when/if enough members band together to do local load.
• Annual content fee -- 5% compared with the 6.5% offered to Cornell.
• Annual surcharge on unique titles only, not duplicates.
• Annual surcharge does not include non-library subscriptions. 6% cancellation for any institution over the 3 years or can be taken all at once.
• Annual print price increase limited to 7%.
• All NERL titles available to all NERL partners instead of transaction allowance.
• Backfile accessible without additional charge.
• Platform fee--small NERL libraries-based on FTE students, unclear what fee will be for large libraries
• Science Server costs are also negotiated in the contract--for archive only load.
• Electronic only costs 90% of print.

Trying to negotiate this contract by April 1.

Red flags in contract:

Platform fee for large libraries is not definite. Transaction allowance may work better for Cornell, allowing access to all titles, not just NERL titles.

The group agreed that Cornell should subscribe on our own if the NERL deal is not done by April 1.

Cataloging Elsevier

John distributed lists of Elsevier titles for the different libraries. Libraries should fill in the NOTIS ID.

The group discussed the charges for Elsevier, which could be recorded in a variety of ways showing differing amounts actually spent for the electronic portion of the package. This would affect the amount Cornell appears to spend on electronic resources.

Separate vs. single records was discussed. At this time we prefer the single record approach, but uncertain what preferences will be in the future.

Kluwer

John Saylor has cancelled 12 Kluwer paper journals--getting them through OCLC Electronic only. Kluwer will not archive--so we are getting these journals through OCLC. Mann needs a number of titles to support the TEEAL project, and will pursue getting access through OCLC. Cornell will receive a discount if we get a significant number of titles, probably over 100. John has a list of all Kluwer titles up on the web. Since the meeting there has been some discussion of the NERL negotiations with Kluwer.

Current Contents Connect

200 free Alerts with subscription. How should we decide how these will be distibuted? Mary will take this back to Mann, and find out about discussions with Scott Bard about ISI and local table of contents services. She will post the information to the Science Team.

Academic

• The Academic bill was paid by Scott. Individual libraries must now reimburse this account.
• Each library will compute its share by checking the list of titles. Any titles we subscribed to from 1996 on are figured into the cost. The price for backfiles should also be distributed across the libraries, with the exception of the 1998 backfile, which was paid for last summer.
• Shares paid by each library should be based on the subscription costs for each library's titles.

Wiley

We will put on agenda for next meeting. We will need to determine how to share next year's costs for the Wiley journals. Wiley journals are not yet cataloged, but technical services staff are working on it.
